ICMR Invites Proposals to Expand Viral Research and Diagnostic Laboratories

The Indian Council of Medical Research has invited proposals from eligible medical colleges, hospitals and medical institutions to establish Viral Research and Diagnostic Laboratories, with a submission deadline of September 30, 2026.

Purpose of the laboratory network

Viral Research and Diagnostic Laboratories are intended to strengthen India’s capacity to detect viral infections, support outbreak investigation and conduct related research. Laboratory networks can help states confirm cases more quickly instead of sending every sample to a distant national centre.

ICMR lists the call on its official website and application system. Institutions considering participation must rely on the full call document for eligibility, infrastructure and submission requirements rather than brief summaries.

Why diagnostic capacity matters

Outbreak response depends on accurate and timely testing. Local capacity can reduce transport delays, improve surveillance and help public-health authorities distinguish between illnesses with similar symptoms.

A new laboratory must still meet biosafety, quality-control and workforce standards. Equipment alone cannot guarantee reliable results; trained staff, validated methods, secure data systems and continued supplies are essential.

Role of medical colleges and hospitals

Locating laboratories within medical institutions can connect diagnostic work with patient care and epidemiological investigation. It may also support research training and help clinicians recognise unusual clusters.

However, proposals must be evaluated for regional need and sustainability. Duplication in already well-served areas would not necessarily improve access, while laboratories without recurring funding may struggle after initial establishment.

Submission deadline

The current ICMR listing gives September 30, 2026 as the closing date. Applicants should verify the time of closure, required approvals and electronic-submission process directly on the ICMR portal because administrative details can change.

What the call does not establish

An invitation for proposals is not confirmation that every applicant will receive funding or that laboratories are already operational. Selection will follow review, and approved institutions will need to complete procurement, staffing and validation before routine testing begins.

Potential public-health benefit

A geographically balanced, quality-assured network could improve readiness for emerging infections and seasonal outbreaks. The strongest proposals will likely demonstrate clinical need, biosafety capability, qualified personnel and a plan to share usable surveillance data with public-health authorities.
