BRICS AI Initiative: Xi Proposes Open-Source Community

A BRICS AI initiative proposed by Chinese President Xi Jinping in New Delhi on September 13, 2026 would support an open-source community, cooperation on large language models and specialised training.

The proposal appears in the speech published by China’s Ministry of Foreign Affairs. The Financial Express independently reported the announcement from the second session of the BRICS summit.

BRICS AI initiative focuses on cooperation

Xi said China would take a leading role in establishing the community and supporting the development and application of large language models. His statement also proposed seminars and training courses as part of an open AI ecosystem.

These are announced intentions. The speech does not itself demonstrate that a new platform is already operating or that developers can immediately register for a particular service.

Cloud and digital skills proposals

The AI proposal sits alongside a separate digital-industry initiative. Xi called for a BRICS digital ecosystem cloud platform, skills training and technological exchanges.

The Financial Express reports the same elements. The cloud proposal and the open-source community should not be confused with a confirmed release of a new AI model. Neither source reviewed provides a product launch that readers can download through this article.

Engineering and manufacturing also feature

Xi additionally proposed an alliance for developing engineering talent and cooperation on the recognition of competency standards. A technology-focused youth exchange programme was another element of his statement.

He also offered Chinese cooperation on smart factories and manufacturing standards. These proposals broaden the announcement beyond software into skills and industrial applications, but their intended benefits remain aims rather than demonstrated outcomes.

What remains to be established

The verified development is the set of proposals made at the September 13 summit session. Details of individual projects, participation arrangements and implementation will require further official announcements.

This report does not assume that every BRICS member has accepted identical commitments, that funding has been allocated to a named project, or that a particular model licence has been selected. The announced direction is cooperation on AI and digital capacity; operational terms are a separate matter.
