India Sets December 2029 Target to Dismantle Drug Trade

Union Home Minister Amit Shah has set December 31, 2029 as the government’s target for dismantling the drug trade in India, calling for central and state agencies to shift from counting seizures to breaking entire trafficking networks.

The India drug-free target was announced on September 22, 2026 at the third National Conference of Anti-Narcotics Task Force heads in New Delhi. The two-day conference was organised by the Narcotics Control Bureau and included task-force chiefs from all 36 states and Union territories, central departments and other stakeholders.

India drug-free target set for December 2029

Shah linked the anti-narcotics campaign with the government’s Viksit Bharat 2047 programme, arguing that addiction and organised drug trafficking pose risks to young people and national development.

He urged agencies to move “from meeting to mission”, “reporting to result”, “seizure to dismantling networks” and “case to conviction”. The remarks were reported by The Indian Express and The New Indian Express and were also included in the Press Information Bureau’s official account of the conference.

The deadline is a policy target rather than a declaration that drug trafficking can be measured as eliminated by a single indicator. The government will need to define measurable benchmarks for supply disruption, prosecutions, treatment, prevention and the reduction of drug-related harm if progress is to be assessed transparently.

Vision Document outlines four pillars

The government’s Vision Document 2026–2029 contains more than 100 targets grouped under four broad areas: enforcement and intelligence-led operations; control of precursor chemicals and synthetic drugs; demand reduction and harm reduction; and capacity building and coordination.

Shah said the document had been prepared after consultation with more than 35 departments and would be reviewed periodically. He also said neither the Home Ministry nor the NCB could meet the target alone, placing responsibility on state governments, police forces, intelligence bodies and other departments.

Enforcement agencies were asked to pursue backward and forward links in trafficking cases, follow digital trails and conduct financial investigations aimed at the proceeds of crime. The proposed approach would target networks at three levels: production or entry points, interstate distribution routes and local sales systems within districts.

Synthetic drugs and online networks in focus

The plan gives particular attention to synthetic drugs, the diversion of precursor chemicals, dark-net marketplaces, cryptocurrencies, dead-drop deliveries and international trafficking networks. These channels can make older enforcement methods less effective because transactions, recruitment and payments may cross jurisdictions or leave fragmented digital evidence.

States were asked to form teams capable of responding to emerging methods and to strengthen coordination between investigators and public prosecutors. Shah also called for more use of financial evidence and digital links rather than treating seizures as the final measure of success.

The government has separately set a target of registering 100,000 “Nashamukt Mitras” to support awareness work in schools, colleges and other institutions. The Indian Express and The New Indian Express reported that 46,780 had been registered across ministries at the time of the announcement.

Implementation will determine the outcome

At the conference, Shah launched anti-narcotics television advertisements, unveiled a redesigned NCB website and laid foundation stones for NCB zonal complexes in Lucknow and Dehradun.

The announced deadline establishes political and administrative intent, but its credibility will depend on published milestones, consistent state-level reporting, conviction quality, treatment access and evidence that trafficking networks—not only individual couriers or small seizures—are being disrupted.
