Cabinet Raises Mandatory EPFO Wage Ceiling to ₹25,000

The Union Cabinet has approved raising the EPFO wage ceiling for mandatory coverage from ₹15,000 to ₹25,000 per month. Information Minister Ashwini Vaishnaw announced the decision on September 16.

The revision expands the group of employees who enter the Employees’ Provident Fund framework automatically when starting covered employment. It is the first change to the threshold since September 2014, according to the Labour Ministry account reported by Financial Express.

What the higher EPFO wage ceiling changes

Under the revised threshold, a new employee joining eligible employment with wages of up to ₹25,000 per month will fall within mandatory EPF coverage. The system includes provident-fund savings, pension protection through the Employees’ Pension Scheme and insurance through the Employees’ Deposit Linked Insurance Scheme.

Reuters independently confirmed the Cabinet approval and the increase from ₹15,000 to ₹25,000. Financial Express reported that the higher ceiling takes effect from September 17, while also noting that employers should examine the formal notification and detailed implementation provisions when issued.

Employees earning above the statutory ceiling can participate voluntarily under the applicable rules. The change concerns the wage threshold used for compulsory coverage, not a promise that every component of an employee’s salary will be treated identically for contribution purposes.

Potential effect on contributions and take-home pay

Both employees and employers generally contribute 12% of basic salary and dearness allowance to the provident-fund framework. The employee contribution goes to the EPF account. The employer’s contribution is divided among EPF and pension components under the scheme’s rules.

Financial Express reported that the monthly pension-contribution cap will rise from ₹1,250 to ₹2,082 under the ₹25,000 ceiling. Labour Ministry officials estimated that total EPF contributions for an affected worker could rise by about ₹600 a month on average.

The higher contribution can strengthen long-term retirement savings but may reduce immediate take-home pay for workers newly brought into mandatory coverage. Employers can also face higher provident-fund, pension and insurance contributions. The precise effect will depend on an employee’s wage structure and the final implementation provisions.

How many workers may enter mandatory coverage

Current estimates are not identical. Financial Express reported an expected addition of 5 million to 10 million employees, while a Gujarati Indian Express report cited an estimate of 5.1 million. These should be treated as projections rather than a final enrolment count.

The government estimates an additional annual cost of approximately ₹11,339 crore based on 5.1 million added employees, with expenditure of about ₹56,696 crore over five years. EPFO currently serves roughly 79.8 million contributing members across about 768,000 establishments, while around 8.2 million people receive pension benefits under EPS, according to the reported ministry figures.

Why the threshold was revised

The Labour Ministry said wages, incomes and formal employment have expanded since the previous revision in 2014. It also noted that minimum wages in some states and occupations have moved closer to the old ₹15,000 threshold.

The next practical step is the statutory and administrative implementation by the Labour Ministry and EPFO. Employers and workers should rely on the formal notification for payroll treatment and effective operational details.
