Kalyani Strategic Systems Limited and France’s Thales have signed a strategic alliance to establish manufacturing capability in India for 70-mm rocket systems. The agreement was announced on September 3, 2026, during the Belgian state visit to India.
Scope of the alliance
Thales said the framework covers technology transfer, local production and distribution of both unguided and laser-guided 70-mm rockets and associated equipment. Kalyani Strategic Systems, a wholly owned defence subsidiary of Bharat Forge, is expected to contribute manufacturing, integration and testing capacity in India.
The companies are targeting early 2027 for the first fully assembled rocket produced in India. That date is a stated target, not confirmation that production has already begun or that procurement orders have been placed.
Systems already used by India
Thales says variants of its 70-mm rocket family are already used by the Indian Armed Forces. The systems can be integrated on air, land and naval platforms, with guided and unguided configurations intended for different operational requirements. The company also markets applications involving counter-drone operations.
Reuters reported that the partnership is designed to support both Indian and international requirements. The official release similarly described an ambition to develop an Indian supply chain and position the country as a manufacturing and export hub.
Connection to India’s defence policy
The agreement fits India’s effort to increase domestic defence production and reduce reliance on fully imported systems. Local assembly can create industrial capacity, but the depth of localization depends on which components and intellectual property are transferred, the volume of orders and the participation of domestic suppliers.
The announcement does not disclose the financial value of the alliance, guaranteed production volumes or a confirmed Indian government order. Those details therefore should not be inferred from the companies’ strategic language.
Why 70-mm rockets matter
Seventy-millimetre rockets are comparatively compact weapons that can be deployed from several types of launch platforms. Guided variants can offer greater precision, while unguided versions serve different mission and cost requirements. The ability to manufacture and integrate them locally could support maintenance, supply security and future export opportunities if regulatory approvals and orders follow.
What to watch
The main milestones will be completion of technology transfer, qualification of locally produced components, the first Indian assembly and any subsequent customer contracts. Until those steps are completed, the agreement should be understood as an industrial framework with a stated production goal rather than proof of delivered capability.
